Alpha 3 provided project controls consulting to Nooter Construction Company related to Nooter’s SCR and vacuum furnace installation at the Phillips 66 Bayway Refinery in Linden, NJ. Alpha 3 reviewed Nooter’s original execution scope and performance plan, approved and pending Field Change Requests, schedule, and resources to analyze Nooter’s performance and plan for completion of the project. The original project scope contemplated the erection of a fully engineered design in six months. Alpha 3 evaluated the impact of over 250 field change requests that were issued during execution, the resultant resequencing and rework, and the productivity impact and delays to overall project execution. Alpha 3 developed analysis and presentations to support Nooter's request for equitable adjustment (REA). The focus of the analysis was to determine a reasonable value for the REA to compensate Nooter appropriately for the impact of the FCRs while maintaining a good relationship with Nooter's valued client. A negotiated solution was obtained.
